From Ukraine’s fast-moving cycle of jamming and counter-jamming to the experimental capabilities tested during ORION 2026, electronic warfare is evolving at operational speed. Recent French parliamentary work has therefore called for industry to be more closely involved in major military exercises, shortening the path from battlefield feedback and experimentation to procurement and deployment.

This session will bring together armed forces, acquisition agencies, industry and research centres to explore:

  • Lessons from Ukraine and the BRAVE1 innovation model
  • How major exercises can accelerate testing, contracting and fielding
  • The role of AI, software-defined systems and open architectures
  • Miniaturised payloads for drones and next-generation platforms
  • NATO interoperability, sovereign technologies and resilient supply chains
  • The longer-term potential of quantum technologies and advanced sensors

    Major General (Ret.) Constantin-Adrian Ciolponea

    former Supreme Allied Commander Transformation Representative in Europe

    Major General (Ret.) Constantin-Adrian Ciolponea is a defence adviser and former Supreme Allied Commander Transformation Representative in Europe, a position he assumed in August 2023. During a military career spanning nearly four decades, he held senior appointments including Land Component Commander, Special Adviser to the Romanian Minister of Defence, Deputy Commander of Multinational Corps Southeast and Romanian National Military Representative to SHAPE. An infantry officer with extensive experience in special operations, airborne forces and multinational deployments, he commanded several Romanian special operations units and served in the Democratic Republic of Congo, Afghanistan and Kosovo. His expertise now includes emerging drone and counter-drone technologies and their implications for NATO transformation.

    Research Analyst in Defence and Security @ Rand

    He is a research analyst and works on defence strategy, policy, and capability, and within the Centre for Defence Economics and Acquisition (CDEA). His main research focuses include emerging defence technologies, and major acquisition programmes in the Royal Navy.
    He is part of RAND’s team providing continued support to the Ukrainian government in defence capabilities, operations and defence industrial collaboration with Europe.
