In the Arctic, what cannot be seen cannot be secured. Vast distances, extreme conditions and fragile communications infrastructure make persistent surveillance, early warning and resilient connectivity especially difficult—while strategic competition in the High North continues to intensify.

Against the backdrop of NATO’s Arctic Sentry, the new CAOC in Bodø and Task Force X-Arctic, this session will explore how satellites, airborne and maritime ISR, autonomous systems and data-sharing can deliver a more complete operational picture. Experts will examine current coverage gaps, dependence on US space capabilities and vulnerable undersea cables—and identify the technologies, partnerships and investments required to turn space-enabled awareness into operational advantage.     COL David Bonne

    Director of Mountain and Cold-Weather Studies and Training

    David Bonne is a French Army officer and graduate of the Saint-Cyr military academy, with 17 years of service. From 2011 to 2019, he served in the 27th Alpine Chasseur Battalion as a platoon leader and unit commander, before joining the French Army’s Centre for Doctrine and Command Education (CDEC), where he worked as a synthesis officer from 2019 to 2022.

    A graduate of the 136th French Army War College and the 31st French War College, he joined the headquarters of the 27th Mountain Infantry Brigade in 2024. His work focused on cold-weather mountain operations and mountain and cold-weather mobility for the 2030–2040 timeframe. Since summer 2026, he has served as Director of Mountain and Cold-Weather Studies and Training at the French High Mountain Military School (EMHM). He has completed three operational deployments: two in Africa and one in Iraq.
